Problem that is my normal version of minecraft is allocated over a GB of ram but no matter what i do cannot get over 247MB of allocation using the launcher.

I've already turned on PAE.

No matter what i select for it to allocate it only allocates 247MB to game. I'm running windows 7 32bit Enterprise edition with 16GB Ram.
