Nowhere to be found, I've re-downloaded Technic mod pack 7.1.0 | 1.2.5 several times now

for some reason that file doesn't exist?

Have tried redownloading Technic Launcher and modpack multiple times to no success. Have also tried the "open with" method in the FAQ, didn't work. My AV is turned off atm.
