Well if you have say 10 servers on a quad core at 3.4ghz with 50 people thats 2.5 servers per core per say
if you have 10 servers on a 2 x 4 Core thats 1.25 Servers per core evening the difference in clock speed

I mean the capacity of the servers like 40 slot etc,
If its going to be lower slot like 40 slot the 1230 id suggest if its several with higher slot go for the dual

Our main server roles in 5 x What we pay for the rent a month, and i only mentioned what minecraft servers we run on it

Limestonenetworks is a amazing place for servers , we operate 3 servers on our 1290v2
1 Tekkit 100 Slot with no lag at 100 people,
1 FTb server 30 in development
1 Vanilla 50 slot in started
Thers a thing i put together which is what you wanted a good perk of it is you can get the upgrade to 1270v2 at just $10 extra
The v2 is Ivy Bridge compared to the Sandy bridge 1270, Which is 10% better clock for clock

groupmanager is good plugin if your new to the whole server ideal

By far the best minecraft host is elpishost , the owner tyler is a great person he responds to tickets extremely fast and cooperates in a friendly manner, service is amazing we ran a 80 slot tekkit server off the best package they offered and the was barely lag, Any upgrades are handled pretty much instantly unlesss its like a os/hard drive change
Overall a pretty dammed good place to get started with a server
For dedicated servers the best 3 providers ive found are
limestonenetworks.com - Great staff and good deals on qualtiy dedicated servers
fragnet.com - Offer both vps and dedi's used them a few months back were above average
nfoservers.com - Used them for a month and the support is great and there servers are top notch

Yeah its true, the main bulk of minecraft runs of a single thread with only some minority utilizing a second, which for server owners is a nightmare ;p

Good ways to lower lag is to lower render distance in server properties, and/or remove plugins like TekkitRestrict

best get a vps, hassle free at the expense of a few $

Downgrade then, as you said you wont even use it all, or you could run several low capacity servers

For them to make minecraft mutlicore they would have to re code from the ground up which i dont believe minecraft will be doing any time soon

I think that CreeperHost offers a better Dedicated server for the money than limestonenetworks... but of course I'm converting between GBP and USD.
(Actually just checked it out properly, the same server on linestonenetworks would cost you $100 a month more than CreeperHosts, the only real advantage being that you have more options for customization from the website, rather than how you'd do it with creeperhost via customer support)
When you go for the really high end specs limestone was a lot cheaper, we got $300 for it when other places were offering double it

We had a similar problem which went as soon as we got rid of tekkit restrict

i don't believe there is one as effective as tr which is a shame as its a good plugin

im ashamed to say i used that plugin for a few months on my server untill i realised what DJin said, its only use is the Drop Managing other than that it is useless, And a way around this is to use stoplag then stoplag -c which i believe comes with Essentials or worldguard,
Also Grazi, Plugins dont generaly do that unless there badly coded e.g Tekkit Restrict

Wish I could even get 1mbps up , sadly my ISP thinks they're doing me a favor by allowing me to get 0.16mbps up.
As is the case with most isp's today op must have a generous one to have such a high one if it is 10mps,
Anyhow id suggest like before Djinnii D3 that you start the server out on your Computer see if it progresses and if it is needed Seek out a vps hoster such as creeperhost.net and if it progresses even further you get a Dedicated rig from a provider such as limestonenetworks.com But you should only seek a dedicated server if you average 60-80 at all times as at which point a vps with tekkit becomes useless

Not had that error personaly, but what version of java are you running? I believe Java 7 is required
