KleinenBulldog4 provided us with a solution! Start up the Launcher and next to your login info click on Options, hit Manual Build Selection and scroll up to the latest version of Tekkit to update the client!

Me and a couple others have exactly the same issue, using a fresh install of both the server and the client. Tried all the same things you did, help would be greatly appreciated. Thanks in advance.
