I'm still unable to perform certain commands (Teleport, ect). It's telling me to contact my server administrator... I assume operators and administrators are two separate positions?

I've looked around but I can't figure it out :|. Can somebody explain to me or link me a guide that would explain how to make myself an admin on my own server please?
