If anyone else has been having this issue, I fixed it by placing the following .bat script in the .techniclauncher folder: start /high javaw -Xmx1024m -Xms512m -jar technic-launcher.jar -

Launcher Version: 1.0.1.3 Operating System: Windows 7 Home Premium 32-Bit Java Version: 1.7.0_05 Antivirus Program: Avast Antivirus Description of Problem: When starting any mod using the technic launcher, ingame the F3 screen will display that it has not gotten the selected amount of memory, but instead ALWAYS 247Mb. This is very irritating for Technic SSP because it needs more then that to run without lagging every time it reaches 100% used. (Which happens every 5 seconds) Error Messages: Error Log: -
Having the same issue, it's really irritating, every time I reach 100% usage it lagspikes for a second and goes back while the normal FPS is 60. The link with a batch given earlier broke so I can't even try that.
