The block instantly reappears. I think it may be linked to essentials though. I'm going to try removing that.

However, I found that you could only build if you were op on the server. I don't have any plugins installed. Installing a permissions plugin and adding - modifyworld.* still gives the default user group a denied permission message saying they are not allowed to use dirt, or hit things with pickaxes, etc. So, I uninstalled the plugins again and deleted my entire server directory and reinstalled Tekkit Server from scratch.
