Hi i have had this problem and this is because your school has blocked the command prompt program. this is what the portable version relies on to change the directory of your Technic and launch the game. i have asked the same question but asked if it was possible by doing it without the command prompt. check here: http://forums.technicpack.net/threads/how-do-i-change-the-position-of-the-techniclauncher-folder.22356/ in the future and it may have some answers

Launcher Version: Newest one, i just checked Operating System: Windows 7 home premium Java Version: Newest one i update as soon as it says to Antivirus Program: . Description of Problem: I would like to be able to change the position of where the files are stored. i have found this page: http://forums.technicpack.net/threads/how-to-install-the-technic-launcher-on-a-usb-drive.6133/ it does work, however i need it to be without any sort of .bat files or anything to do with the command prompt. i was wondering if it was possible to mod or configure the launcher itself or if there were any other way. i would be greatly appreciative.
