i disabled both my antivirus and my firewall and it went to about average of 15-30% download of minecraft.jar and it fails... so any other solutions i can try?

Ok, so I finally after about 4-5 hours of playing around with it and looking around on forums have gotten past the "Checking Launcher Version" box, and gotten to the Technic Launcher. i select Tekkit. and it starts downloading it but like between 5-20% it says 'Download Failed' any idea why im getting this one P.S: what i'm talking about is when you select which mod pack to open with and above it it says " % Minecraft.jar" and it can't download any mod pack at all, not just tekkit

i did the .exe and .jar both do the same thing
