Minecraft throws the Error: Failed to Connect to the server. Connection: refused

So i have created my first Tekkit server. There is only one problem, none of my friends nor myself can connect through my server ip. I am able to connect through the localhost but not through the ip itself. I know that the ports are all forwarded correctly as i can connect to just my plain MC sever. Any help would be awesome!
