Title: No server connection?

OS: Win7 x64

Description of Problem:
My private server was working perfectly last night but this morning I could not connect to it. I am able to open up launch.bat and that part works but when I log into the game and go to multiplayer it says 'cannot connect to server'.
I did notice that my public ip changed today and I tried making a separate server to test if my new ip works; it didn't.
Everytime I click join (on both old and new ip) I get a 'connection timed out' msg in the game.
So is this a server issue or is there something I need to fix? I know there's a new update comming up and all. I did not see any snapshot launcher/server updates for Tekkit so idk what's going on. Can someone please help? :x
