Alright, I started hosting my own server tonight running the utility downloaded from the tekkit site. I looked in the server properties file, and structures are set to yes. I spent an hour or so flying around the map in creative mode though, and I still cannot find any. Got the weather problem solved though! But the structures thing is really confusing me =/

Volcanoes exist, and aside from structures (dungeons, villages, mineshafts, etc) and weather, I haven't noticed anything else missing. I talked to the friend that set up the server last night, and he said that he just created the map with all the default settings from the server download. If I understand it right, he just ran the launch.bat file and that was it. He said there was a server config file, but he didn't mess around with it at all. I think next time he's on, we'll have a look at the config file, and see if the structures setting was somehow flipped off I guess. And then try and generate a new map. He's very busy and I rarely see him, but I'll be sure to post back as soon as we give that a shot.

I tried searching this and the bug forum for this, and didn't find any answers, but apologies if I missed something. My friends and I just recently found out about Tekkit, and one of us set up a little private server running it. We've had it up for a little under a week now, probably. But I'm starting to notice a few things that are really strange. First of all, it hasn't rained or snowed once since we started. I think I'll have the admin try the fix from http://forums.technicpack.net/threads/weather-does-not-work.24935/ though. Sounds promising. Second, we have yet to see any abandoned mineshafts, and despite creating the EE flying ring and zooming all over the map, I have been completely unable to find any NPC villages. I've covered huge distances, never seeing a single one. Kind of a bummer, since I've got a couple ideas of things I wanted to do with one! Is this a known bug? Any ideas or fixes? Even if it requires some sort of map restart, I'd rather get that out of the way while we're still so early on. Thanks everyone!
