I have been having this same problem ever since my crazy b**** mother pulled the plug to my computer out of the wall, while the server was running, and all because I wouldn't help her with a dungeon in Skyrim. Now I get that message every three seconds, and that's not an exaggeration, I get one every three seconds and the terminal marks it as having come three seconds after the last.

What happened is your server unexpectedly stopped before it could save the chunks you had loaded in your RAM. This caused the world files to corrupt and thus giving you the error.. This is why, ladies and gentlemen, we backup our worlds on a frequent basis. You can try this:

Remove your Railcraft mod from your server. Run the server with the mod disabled. Save teh world and shut down the server, readd the mod and it should work except your railcraft items will probably be gone that you have previously placed.

If that doesn't work, start a new map.

I've found an alternative solution to the one Penorzilla suggested: I just went into the world folder and removed the railcraft.dat file. Fixed it for me, anyway. Though if you have a nether rail system you may have to remove another .dat file from there.
