Launching from the wrong directory

Launcher/pack Version:
Tekkit 3.0.3

Operating System:
Win XP 64-bit

Version of Java:
Java 7, 64-bit, (build 1.7.0_03-b05)

Description of Problem:
Technic launcher runs Minecraft from the wrong directory

When I last used the technic launcher (about 3 weeks ago), everything seemed to be fine. It installed to %APPDATA%/.techniclauncher/<name_of_pack>, and ran from %APPDATA%/.techniclauncher/<name_of_pack>

Now, when I run the launcher and select Tekkit 3.0.3, it installs all the mods to %APPDATA%/.techniclauncher/tekkit/mods, but then it installs the game itself to %APPDATA%/.minecraft/bin, and runs from there.

I'll include the .minecraft/ModLoader.txt log here because it isn't very long:

So, it gets the modpack.jar from the .techniclauncher location, and puts them into the .techniclaunhcer/tekkit/mods location, but then when it starts the game, it starts it from the .minecraft location, and .minecraft/mods is empty, so none of the mods load.

I've downloaded the latest launcher today, and that didn't help. I'm using the .jar version of the launcher, because the .exe version has always crashed on XP 64.
