The modpack.jar will not load if it is in any other state (such as being a folder labeled "modpack.jar"). The minecraft.jar is more flexible than the modpack.jar. Is this a glitch or on purpose?
EDIT: Even if I change the folder back into a jar file it still acts like it is vanilla
