Tekkit/PermissionsEX Working with Errors

I have permissions up and running. They work great and i have it so people cant use the commands i don't want them to woot woot for me! The problem I am running into is people can not make anything from Tekkit. Only the standard items. I have OPed all of the mods which i heard was a quick fix. Didn't work. I just can not get this thing to work! Any ideas anyone?

Try changing the line bukkit.yml from "permissions-file: permissions.yml"

to permissions-file: "plugins/PermissionsEX/permissions.yml"

Also....

DO NOT /reload when changing things on your server. Tekkit doesn't like that and will cause you not to be able to craft. I removed the /reload command from staff and added PlugMan plugin manager and it seems to be working quite well this way.
