Modpack failed to download

Hello,

I have recently just made a mod pack, and I am having trouble with it. I have done everything right, and everything it told me to do. It is uploaded (http://www.technicpack.net/modpack/the-builders-lab.610643), and I know Technic Launcher found the .zip file when I start downloading it, because it doesn't say "-128000%". However, while it's downloading, it goes up to 28%, then starts the process over. It does this a couple times, then says Failed to download. Does anyone know why?
