Permissions help?

So after spending 2 days attempting to get my computer to host a Tekkit server (ports forwarding, adding exceptions to firewall, and new install all failed; had to remove the item in firewall to allow auto renewal popup) I now have hit another wall. I don't want all the users to be able to spawn things or go into creative but I do want them to be able to edit the spawn area and control the weather. I see that there is a NEI permissions file and I've edited that so only I can do most things and OP's can only control weather but ops still can spawn and go into creative though now they can edit spawn (figured enabling all users as OP's would work but noooooo....)

Any assistance would be much appreciated.

TL;DR: Users need to edit spawn and control weather but not do other OP things.

Get a bukkit permissions plugin, and some plugins that allow them to do the things you want to allow that support permissions. dev.bukkit.org/server-mods/

Ah, so the permissions.yml that comes with the tekkit server isn't a preinstalled permissions addon, gotcha.
