failure to bind to port

whenever i try to launch my server it gives me a error message telling me that it has failed to bind to port. this is followed by jva failing to assign requested address: JUM_Bind. then tells me that i may already be running a server on that port. i have ran a tekkit server on my computer before but i ran into some complication so i deleted all of the files and tried to start over. it seems to me there is still something out there saying that there is a server on my computer that i need to delete or tell otherwise. anyone have any ideas what i can do?
