Banning items with default permissions

How do you ban items on a tekkit server using only the default permissions.

Modify the mod config files. For example with mod_EE.props you can disable some Equivalent exchange items. I've heard that sometimes you can also set an item's ID to zero and that will disable it.

Usually it's much easier to just get a good plugin for it though.
