It's not just the .techniclauncher folder, it's also Java, etc. I'd just kill it while you're trying to install, and preferably make that death permanent and get a different AV. Files the launcher downloads will randomly fail to download. Using Tachnic SSP if that makes any diff
Error Messages:
Sometimes it says download failed but most often it does no show anything and stays stalled doing nothing
