Connection refused: Connect

I am trying to figure out how come i keep getting this error every time i try to connect to my server (not on my network) when i use Tekkit, i can play just fine all day long without Tekkit installed but soon as i put Tekkit on the server it goes into full Derp mode. 

 

I have tried every option i can think of (not an overly knowledgeable computer nerd). 

 

I just love the mods and want to play them on my server for my friends and family to enjoy as well 

 

any and all help is appreciated.

I have both Server and clients running MC v1.6.4,  no other mods, not even texture packs

I can and will provide as much information as i can to help you help me i just dont know what else to do other than not use Tekkit
