what am i doing wrong

i am trying to get a yellorium reactor working but it wont work

as you can see it wont power up

Take the coolant port(s) out. 

Coolant ports turn it into an actively cooled reactor that makes steam, not RF. Unless you've also made turbines, you don't want to do that.
