I experince this problem a lot

Hello there Technic players and Owners I have been having some problems with certain Mod Packs I can not download a certain file I was wondering if u could talk to some of the people or get anyone to help me with this issue. The file is http://files.minecraftforge.net/maven/com/typesafe/config/1.2.1/config-1.2.1.jar, and this is what it says with 3 tries remaining

What modpack?  Post the modpack API url. And pastebin the crashlog.
