player joining and causing lag?

Hello, I run a tekkit server (dedicated) I have a friend that when he joins the server goes badly laggy and he has trouble loading to spawn. He has re-downloaded & installed everything like tekkit java etc and dont know what else to try. Does anyone have suggestions?

Also my framerate is awful (less than 1fps) and ping is at least 10 or 20 seconds. The game runs fine in singleplayer. I've set all the graphics/draw distance settings to lowest and switched back to the vanilla texture pack.
