tekkit server launcher not creating enough

So when i download tekkit server 3.1.1 and extract it to my server folder and start launcher.bat it says this:

so it wont create server editing file where i can put ip and stuff and it wont load anykind of map.

Not sure if ive done something wrong or what.

I have tried to find answers to this but havent seen anybody having this proplem.

Do i have to create rest manually? if yes then how?
