How much time it takes in average to get inventory like in this picture?

Since you are armed like this can you kill hundreds of poorer equipped players until you run out of energy?

Is it possible to ruin whole square kilometers of map with easily manufactured nukes (each nuke is worth around 16000 EMC)?

I would say that a dedicated EE spammer would acquire this in about 25 minutes.

Nukes, however, will take more time as uranium has, as of yet, no EMC value.

Hence most of the items there are banned on many servers.

Uranium has in latest Tekkit version has EMC of ~4096

And klein star omega can hold 51.2 millions of EMC.

I would say that a dedicated EE spammer would acquire this in about 25 minutes.

I would be extremely surprised if even the best and fastest player could get this in less than 4-6 hours from starting. The quantum armor needs an EU production setup to churn out UU-matter, and while there are shortcuts to that (banks of geotherms, f.ex.), it still takes time to get going. The fully charged klein omega takes a decent bit of time to charge, even with a nice collector or blaze rod macerator setup, and there's a significant quantity of red matter as well going into those multitools.

On a fresh world, maybe. I put this estimation on the assumption that this is a lively server.

Things like other players' portals, extra ores and economies exist. Plus you can nag other players to give you one of everything for your transmutation table.

And I would also like to emphasise spamming.

You can construct your first piece of red matter in about fifteen minutes if you try hard.

Bear in mind that red matter just got more expensive. It used to be 25 diamonds in value, now it's 57.

I don't touch that stuff anymore, anyway.

So I guess that ramps things up to about an hour and a half for everything in OP's screenshot.

Because while you are spamming with EE, all your IC2 stuff can be cooking.
