I click on Technic Launcher but nothing happens

I want to try Tekkit so I downloaded the Technic Launcher and the Tekkit Server 3.1.1 zip file. I clicked on the Launcher file and it downloaded something then nothing happened. I watched a YouTube video on how to install Tekkit and apprently the Launcher was supposed to start but still nothing happened.

Is this a known issue? If so, what was the cause?

I'm running Windows XP sp3, Java 1.7, normally running a Bukkit server using MicroCraft GUI.

MC is 1.2.5 with Magic Launcher and a small number of mods and Bukkit plugins.

Were did you find the server??? I cant find it at all.
