Tekkit Server not Initiating Mods

OK. So, I have downloaded, and uploaded to my host server, the latest tekkit jar and all coinciding files.

But, for some reason, when I connect to my server using the tekkit launcher none of the mods are started.

For example, when I regen a whole new world, the map does not have any new features other than what would come with a vanilla server map. (No oil, no rubber trees, no mo' creatures running around.)

Also, when I try to use the NEI interface with the server, the chat comes back, "There is no item called ###." The only items that work are vanilla items. The only buttons that seem to work on the NEI interface are the weather control and time ones.

The mini-map feature also works, but I do believe that is client sided, may be wrong.

Also, I have checked the server logs and for some reason, the server loads craftbukkit and not tekkit but tekkit.jar is the only jar on my server.
