oil pocket about 200 blocks away from house and the oil isnt pumping through teleporting pipes into tanks

Ps: i do have chunk enforcer up but it wont work when i do /chunkenforcer reload it still does nothing when i do /chunkenforcer info it says currently keeping 0 chunks loaded permanently

So i just put a world anchor near it and it still didnt work.. should i take off chunkenforcer

i tried moving it to another oil thing farther away and now it wont even pump oil...
