Description of Problem:

The rain has stopped on our server since we've updated from 3.0.2 (not sure if correct - the second latest version) to the latest version, 3.1.2.

As an op, /toggledownfall does nothing, neither does cheat mode's Turn Rain On at the top left when you press E. We get a server message saying it's toggling downfall on World , however, nothing actually happens in any biome.

There are no actual Error Messages and I couldn't find an Error Log. The server terminal window says downfall IS being toggled on, while clearly it is not.

Do you have rain turned off in OptiFine? You won't be able to see it.

I haven't. I've checked and it's on Default. Changing the settings had no effect.

Snow is also not respawning anymore, so I'm quite sure it's not just a graphical bug, but it's not actually raining/snowing anymore (I'm using the default skins).

Brand new maps do the same thing? You may have an oddly damaged world file (I don't see how, but stranger things have happened).

I have the exact same bug. No downfall on 3.1.2. The map was started on 3.1.2 as well. Slime chunks doesn't seem to be viewable with REI's minimap either, not sure if this has been discussed elsewhere.

Ok, I opped myself (had to do it in server console and then ingame, so NEI "caught" up), toggled downfall with the NEI icon. After that, I can toggle downfall in the server console, even after a server restart. Now I'm hoping the server will auto toggle as well.
