Moving house.

I hope this is the right place to post this but I can't find anywhere better.

Does anyone know how to build a house that moves? Independent of rails etc if possible

Use redpower frames.

But don't they have to be moved by frame motors? and the frame motors have to be in the ground don't they?

No they don't need to be in the ground. It's sometimes called a redpower inch worm drive, try googling that to see some examples.
