Unhandled exception has occurred in your application the process cannot access the file

Launcher Version: newest

Operating System: HP 2010i 4GB Desktop

Java Version: Jre6 64bit

Antivirus Program: Norton 360

Description of Problem:

whenever I double click the technic icon it comes up saying "Unhandled exception has occurred in your application" it cant access the file either because its being used by another person.What do I do?

Error Messages:

Unhandled exception has occurred in your application

Error Log:

1) Get rid of all forms of Java 6.

2) Install Java 7, 64-bit of course.

3) Disable Norton, at least for the first install of a particular mod pack, but also for any updates that you might allow.

4) If the error continues, make sure all Java processes are stopped (in Task Manager) before trying to run the launcher again.
