Server is not able to load Railcraft

Version: 3.1.2

OS: 64 Bit Windows 7 home Premium

Java Version: Java Jre 7 update 5

Description of Problem:

When I run my server it wount be able to load railcraft. It says It has an error loading the save data because its not it Gzip Format

Error Messages:

2012-08-16 22:46:39 [WARNING] Error loading Railcraft Save Data: Not in GZIP format

I helped a friend update his server today, and I noticed this too, but the server worked fine anyway, so I didn't bother trying to fix it. I don't have a Tekkit server on this computer, so I can't really help, but I'm curious as to the solution.
