Connection lost after about 30sec

I set up a standard tekkit 3.1.2 server on a win7 64bit

I connect to it with a xp 32bit, I can connect and it works fine for about 20-30 sec

then I loose connection and cant connect again untill I restart the server.

if I start a client on my server machine it works fine.
