NEI cheat mode appears as recipe mode?

Description of Problem:

NEI on my server will not give me items or creative/time/weather options, only recipies, no im not locked in recipe mode ive checked both the server and local NEI config files and i have it locked in cheat mode even, im op on the server, im getting no errors or error logs at all

please help!

Don't lock it in cheat mode. OPs get cheat mode anyway. NEI config on the client can override the server config if it's set up incorrectly.
