Title: Pipes won't display at height 126, BC 2.x issue, resolved in BC 3

Description of Problem:
I found a weird bug where no pipes can be placed at the height of 126. They can go from 127 and up, and from 125 and down, and all other items can be placed at 126, but pipes can't.
It's a simple one-line of code fix, but SpaceToad said he didn't want to add it in to BC 2.X, and instead put it in BC 3. Tekkit is using BC 2.2.14, so the bug from last year is still present.
I was having to end pipes at 127 and make obsidian pipes at 125 under them to ''catch'' the items that are dropped. Not the most ideal set up, and it doesn't catch 100% of the items that are dropped. So now I have to have a chest at 126 and pump things out of it to continue pipes (not very elegent, but better than the obsidian solution).
When is Tekkit going to use the newer, less buggy version of BC?
