Operating System: Dell Laptop Java Version: jre-7u3-windows-x64 Antivirus Program: AVG Description of Problem: Failed to download technic from the launcher ( the .exe one.) I recommend uninstalling it and getting a free anti-virus like Avast. Also Dell is not an operating system and the Launcher Version is not Windows.
