Annoying problem with the water-flow parameter

I'm using Essentials Plugin and for some reason I CANNOT for the life of me get the water to flow.

This is the .config file http://pastebin.com/2SH2RJEY if anybody has any idea what I'm doing wrong, please let me know.

Also, the server is Tekkit...in case anybody wonders.
