Technic wont launch

Launcher Version: 3.1.2

Operating System: windows xp 32bit

Java Version: JRE- 7u6 32 bit

Antivirus Program: avast antiviraus

Description of Problem:

ok so i download the techniclauncher and run it a small box comes up and downloads the files but nothing happens so i go to my romeing folder and open .techniclauncher right click technic_installer open with java platform SE binary technic loads but fezzes on my screen and doesn't launch

after i restart my computer i have a launcher word pad that says

Did you try downloading the Jar file from the website, as opposed to running the one in your .techiclauncher folder? Drop it on your desktop, and run it...sometimes you have to open it a few times for it to kick into gear.

I have found this to work on a 32bit machine i helped a friend with.

i have tryed that and it dident work but it dident frezz for 2 hours so that helped a bit

i have tryed deleteing my .technic folder and reinstalling it. i have also tryed to reinstall my .minecraft and downgradeing it to 1.2.5

still nothing. and i tryed uninstalling all java programs and installing java 7u6 and tryed running technic installer with it... still nothing

but i have found out if i wait 2h for the technic launcher to load it will bring up the technic login screen i just cant do anything because it is still frozen
