The Launcher is fine. It's Tekkit that fails. I can't upgrade it. Download fails at 20%

Java Version: Java TM 7 Update 5 and Java TM 7 Update 5 (64-bit) 64-bit keeps the game from crashing.

Antivirus Program: Norton

Description of Problem:

The launcher will come up and I can play Techni Pack. However, I really want to play SMP of Technic which is Tekkit. I'm on the outdated version which crashes Minecraft and when I try to update I get this: Download stops at 20% ee2-v1 .4.6.5.zip then says: "Download Failed."

Also, if Tekkit is having the problems, and you know this, why post the bug in the wrong section? There is a Tekkit Bug Board, separate from all the others, for a reason.
