How do i change the position of the .techniclauncher folder

Launcher Version: Newest one, i just checked

Operating System: Windows 7 home premium

Java Version: Newest one i update as soon as it says to

Antivirus Program: .

Description of Problem:

I would like to be able to change the position of where the files are stored. i have found this page:

it does work, however i need it to be without any sort of .bat files or anything to do with the command prompt. i was wondering if it was possible to mod or configure the launcher itself or if there were any other way. i would be greatly appreciative.
