Since 3.1.2, can't start server. NoClassDefFoundError

Since downloading the new server files, it will not run. Nothing has changed on this computer, and I have 3.0.4 working fine. Computer is Windows XP x64 Edition (SP2) with 4gb RAM, the only installed Java version is JRE7 u6 x64. Others seem to be having this problem, anyone know how to fix it? Thanks.
