When i try to lauch technic launcher it says "failed to load runtime to run application"

Launcher Version: newest?...just downloaded

Operating System: windows xp

Java Version: newest...i think java 7 just updated

Antivirus Program: mcafee

Description of Problem:

i recently downloaded the technic laucher and tried to run it and it said there was a problem with the installation of .net framework to load runtime. i have .net framework and think it is updated but it wont work

Error Messages:

failed to load runtime to run application

Error Log:

there is not .techniclauncher folder in appdata i checked

nvm i was a noob im running a 32 bit computer and i had the framework for a 64 bit
