Is it possible to modify the time in which 1 EMC is produced via a Collector?

For example, let's take the most basic Collector and assume that with maximum light level it produces 1 EMC per 5 seconds. Could it be possible, in anyway, to increase that time to 10 seconds?

If so, how can this be done?
