"Download failed"

I've done everything that is said to fix this issue... I've Installed the new jar, disabled AVG, Installed the newest java update, etc and I'm still getting download failed every 10 seconds. I managed to get Yogbox to download after an hour but half the mods were broken in some way, like turtles only have only two legs and birds had no wings... the millenaire villages were only half built buildings and getting near them created so much lag it became unplayable. That said I can't even get Technic to get to that point and Technic is what Im actually wanting to play so any help with this matter would be greatly appreciated.

Same problem except i never get past the down load failed point and I've tried all the same fixes but none work.
