Minecraft hunger bar stuck

I just realized that my hunger bar in Minecraft got stuck on full. This is playing on a server with:

difficulty=1

gamemode=0

And my clients difficulty is set to Normal. So hunger should be enabled.

I tried deleting my client and reinstall. So this is a fresh Tekkit client.

Without hunger it feels like I'm cheating. Any ideas?
