Do solar helmet's work in the current patch?

I've only recently started playing tekkit and I haven't noticed the solar helmet recharging any of my gear. I've got both an electric jet-pack and mining laser, but under direct sunlight for 30-40 seconds, neither went up in energy.

You've got to have a batpack or lappack on for it to even try and charge tools, however it's supposed to charge an electric jetpack, it's only 1EU/t though (20 EU/sec)
