Weather does not naturally cycle any more (it used to.) I also cannot force a certain type of weather. When I use a command like "/toggledownfall" it returns "Toggling downfall on for world 'TekkitWorld" but nothing happens. I have tried the commands in-game as an op and also in the console.
I tried installing the WeatherGod plugin which has a weather check tool. When I do this after I've toggled a storm it says that it is stormy, but there is still no storm in game!
I am running an up to date Tekkit server (1.2.5) in MCMA (2.1.6.2 Personal).
