A Few Questions About the Capabilities of the Launcher

I just want to know a few things. Because this is based on Spout, will it show stuff from plugins requiring Spout, like SpoutMaterials, or CitizenSkins? Also, is it possible to make this only required on certain worlds on the server? And if Spout does work with this, can I use the forced texture pack option to give players textures for IC^{2 and other such plugins? Thank you for answering in advance.}

Only the launcher is based on Spout. The client doesn't work with Spout, to my knowledge.
